The people and families way above the prime ministers, presidents, chairmans and chief executive officers. Gaming the system is not limited to bankers. Everyone does it from gamers (eg what Magic The Gathering player doesn’t try to exploit rules?) to motorsports (eg ever read any bios and learned the crazy things they’d do to get around, bend, or downright break the rules?) to .. well…. everything!!
Give humans rules, they’ll try to break them.
